（中央社記者呂欣憓台北8日電）賴清德因為不列席台南市議會大會，遭市議會送請監察院彈劾。賴清德堅持此案為政治問題，不過查案監委認為此案是制度面和法治問題。

賴清德今天北上接受監委約詢，重申府會之爭，非監察院監督範圍，並向監委「陳情」建議立案調查地方政治黑金氾濫問題。

監委約詢近2個小時，監院人士表示，約詢過程中賴清德堅持這是政治問題，表示會對選民負起責任。不過監委認為賴清德的說法和法律條文不同，依法論法，監委認為這是制度面和法治問題。

據了解，監委在處理此案一直保持低調，因為擔心被吵成政治議題。接下來監委將討論此案屬於法律還是憲法位階，不過目前還沒有討論到是否要彈劾賴清德的問題。

對於賴清德提起的地方政治黑金氾濫問題，監院人士表示如何定義黑金是個問題，也還必須要看監委手上的查案量再做決定。1040608
